Yes it is Wii Freak. And it's one of the very first SNES games, along with Super Mario World.

Just like wiiman said, level 1 and 2 I flew through, but level 3 I think my F-Zero car exploded.

This game was the first game to use the Super NES's Mode 7 hardware to its fullest. Since it was an early 16-bit racing title, there were no multiplayer modes but later racing game like Super Mario Kart and the Top Gear series improved on that and had multiplayer mode intact.
