Nintendo President (in the US) Reggie Fils-Aime recently spoke to the New York Times. He confirmed that in future the DS and Wii will be more tightly integrated.
Most interestingly, according to the article not only will DS demos be downloadable, but complete games as well.
The Everyone's Nintendo Channel went live weeks ago in Japan, but there's still no mention of when other regions will get it.

If this is the case, then the DS would need some sort of re-writable cartridge because there is no way that an entire DS game is going to be run from internal memory. It's kind of silly that there is a possibility that Nintendo is willing to expand DS storage but not Wii.

Very interesting indeed. I wonder which DS games are they planning to allow to be on the Wii. If they allow download of popular games like Pokemon Diamond and Pearl and Zelda: The Phantom Hourglass it might upset those who bought the games when they were for the DS. If they are games like Brain Age and possibly other lesser-known games then it'll be kind of like the Virtual Console. But Nintendo must already know about the issues and are finding ways to solve them without getting people upset. Though if they were to have older Game Boy, Game Boy Color, and possibly Game Boy Advance games then that might make things better. All in all, this kind of sounds like another version of the Virtual Console, just for the handheld games to be on the TV.

So where will the games be stored? On the Wii? I doubt the DS has enough storage to store DS games. Maybe they'll start releasing storage cartridges. This update raises some questions, but it should be pretty cool.

I doubt that the DS games will be for free, but I can imagine that if you already have it for the DS, then Nintendo will make it possible for the already paid for games to be downloaded to the Wii. Maybe you will have to register them and pay with Wii points.
