Yes it is Wii Freak. And it's one of the very first SNES games, along with Super Mario World.

This game was the first game to use the Super NES's Mode 7 hardware to its fullest. Since it was an early 16-bit racing title, there were no multiplayer modes but later racing game like Super Mario Kart and the Top Gear series improved on that and had multiplayer mode intact.
